The appraisal division of Arrow Land Solutions, LLC was opened in February 2007 with an office centrally located in Lewisburg, PA. The office is currently staffed with one generally certified real estate appraiser with former PA Department of Transportation experience as well as an appraisal apprentice.
The chief appraiser on staff, Phil Swartz, has been involved in the real estate appraisal field since 1992. He currently holds general appraisal certifications in the states of Pennsylvania, West Virginia, Virginia and Delaware. Phil is a former PennDOT appraiser and review appraiser and has been placed on the approved appraiser and review appraiser panels of PennDOT, WVDOH and VDOT. He also is a qualified review appraiser for the United States Department of Agriculture and has reviewed appraisals for wetland mitigation, conservation easements, and other federal land acquisitions. He has been qualified as an expert witness is various counties in PA and provided testimony in several eminent
domain proceedings.
Steve Cook was hired in 2008 and serves as a licensed appraisal trainee. Steve has been training to become an appraiser and has taken several Appraisal Institute courses toward achieving his goal of obtaining a general certification. Steve has worked on numerous roadway projects over the past few months in several areas of PA. His work includes data gathering and confirmation on projects in Washington, Westmoreland, Fayette and Clearfield Counties. He has also provided valuable assistance on appraisal review assignments in PA and VA and appraisal assignments in PA and WV.
